We kick things off with a landmark law enforcement operation that just dealt a major blow to cargo theft networks operating across the country. Cook County Sheriff's Police led a 24-hour national supply chain blitz that ran September 23rd through 24th, coordinating federal, state, and local authorities alongside railroad police and private security organizations. The FBI and Homeland Security Investigations joined the effort, while railroad partners included Norfolk Southern, Union Pacific, BNSF Railway, and CSX. The operation resulted in arrests in approximately $635,000 in recovered stolen cargo, with 30 stolen transformers accounting for roughly $600,000 of that haul.
Investigators located the equipment on September 23rd at a facility in Lawrence, Massachusetts, where someone posing as a legitimate company had used a fraudulent bill of lading to move the shipment through several cross-dock facilities. Officials described this as the nation's first coordinated operation focused specifically on cargo theft. Truckers are getting some relief at the pump as diesel prices drop from their recent all-time highs. The latest average weekly retail diesel price from the Department of Energy slash Energy Information Administration came in at $6.382 per gallon, down 14.7 cents per gallon. It's the first decline in four weeks and ends a three-week streak that saw the price hit new all-time highs each week.
The benchmark retail diesel price used for most fuel surcharges is being pushed down by increasing reports of crude flows out of the Persian Gulf getting closer to pre-war levels.
JPMorgan reported that oil flows out of the Persian Gulf are getting close to pre-war norms, though product exports remain only slightly above 50 percent of pre-war figures. Finally, over in California, Governor Gavin Newsom is cracking down hard on cold storage warehouse safety in the wake of a massive industrial fire. Newsom has signed legislation requiring some cold storage operators to establish emergency financial resources for affected communities and allowing local governments to impose substantially higher penalties for health and safety violations. The measures follow the June 17th fire at a nearly 500,000 square foot lineage cold storage warehouse in Los Angeles that burned for eight days, triggering a state emergency declaration and prolonged cleanup amid public health concerns.
Assembly Bill 817 makes a contingency fund or insurance coverage for community emergency, needs a condition of approval for building permits covering certain large cold storage facilities, with the Global Cold Chain Alliance noting cities and counties could set required contingency funds from zero to 20 million dollars. Senate Bill 716 strengthens local enforcement authority, allowing fines to reach $50,000 per violation for qualifying violations that lead to a governor declared emergency.
