A new bill was just released in America that might have accidentally admitted that there is no strategic Bitcoin reserve.
As crazy as that sounds, let's listen to how this bill is being framed positively before we expose the smoking gun that no one is focusing on. Here is the quick clip.

Thank you very much, Mr. Chairman. Today we consider legislation to bring greater transparency, accountability and sound stewardship to our federal government. Thank you very much. Wrong one.
My streaming software is messed up. I think it's this one. Hold on.

We will also bring for consideration today HR 8957, the American Reserve Modernization Act of 2026, introduced by Congressman Begich from Alaska. This bill establishes a strategic Bitcoin reserve and a separate digital asset stockpile within the Department of Treasury for federally held Bitcoin and other digital assets that the government has acquired through justice and law enforcement efforts of criminal or civil forfeiture.
This is a common sense measure that brings digital assets held across a variety of federal agencies under the careful custody of the US. Treasury, consistent with oversight, strengthening of the security, transparency, and accountability of these now government-held assets.

OK, guys, OK.
Opti (1:41)
So let me try to unpack what we just heard there.
Nico Moran (1:45)
And let me give you the timeline of where we allegedly currently stand with the strategic Bitcoin reserve. We all know President Trump issued the executive order to create the strategic Bitcoin reserve, right? That was in January of 2025 Allegedly, the strategic Bitcoin reserve was created. It was all the rage, right? Since then, we haven't heard literally anything at all about it. We've heard some grumblings. We've heard some rumors. The probably biggest smoking gun that we heard about what's going on with the strategic Bitcoin reserve was about a month or so ago, where we got a report, I believe it was from Bloomberg, saying that there was a fight between the Treasury and the DOJ about who was actually going to be holding the strategic Bitcoin reserve. That was the latest that we heard about the Bitcoin strategic reserve in the US, that they were still deliberating about who can actually control the strategic Bitcoin reserve. And now we're hearing, again, it was being promoted yesterday on the eve or rather, the tail end of the Clarity Act failing that, oh, hey, at least today we're going to get the strategic Bitcoin reserve denounced. Obviously, most people are only really interested in the strategic Bitcoin reserve, because at least the way it's been proposed is that the US would buy a lot of Bitcoin. That if the US started buying Bitcoin, then OK, the nation state strategic game theory aspect of Bitcoin is underway, and we are getting nation states to start accumulating Bitcoin in bulk, aka a new kind of buyer of last resort, aka number would go up.
Now, we hear that, yes, the US House Committee passed this resolution for the American Reserve Modernization Act, or it's also HR. 8957 to create a Strategic Bitcoin Reserve. Now, here's where the confusion comes from. Here's where maybe the smoking gun comes from. The way that Congress is proposing this, it's basically as if the US doesn't even have a Strategic Bitcoin Reserve yet. They are proposing that we are going to create a Strategic Bitcoin Reserve. And this is where the confusion comes from. This is where it's like, did they just admit that we haven't done anything on the Strategic Bitcoin Reserve? Have we really not even gotten to the point where the various federal agencies have coordinated to control all of the US's supposedly 328,000 plus Bitcoins into one entity known as the Strategic Bitcoin Reserve? What is going on with this? And to go a little further, shouts out to TheRage, aka Lola Leeds.
She dropped an article yesterday called The Strategic Reserve of Fugazi. And I will read a little bit of it just to kind of give you the context here and why Congress might have just admitted there is no Strategic Bitcoin Reserve. All of this fanfare, all of the propaganda and rhetoric we've heard around the Bitcoin capital of the world.
Guys, it might have all just literally been as the rage is headline says, Fugazi. So yesterday, the House Financial Service Committee introduced the American Reserve Modernization Act, or ARMA, ARMA, of 2026 for markup. It did pass the House Resolution or the House Committee. So it did pass that vote.
Still yet, you know, they got to fully finalize it, but intended to establish a Strategic Bitcoin Reserve and a Digital Asset Stockpile under governance of the US Treasury. That part is probably, maybe if I'm being less cynical and tinfoil hat here, maybe that is what the bill is being kind of rolled out as. It's like, okay, we're going to officially establish the Strategic Bitcoin Reserve under the Treasury, but that's not how it's being framed at all. It's really being framed as we are going to create the Strategic Bitcoin Reserve. No real talk about it, you know, the implications of it being under Treasury or any other agency. They're literally just saying, we are going to create one now. But said reserve and stockpile had allegedly already been created via executive order beginning of last year and is again, quote, doing incredibly well, according to President Trump's press remarks at last month's White House meeting with tech leaders. ARMA and the House Financial Service Committee now treat the supposedly thriving strategic reserve as factually non-existent. This is where the contention is coming from. So Congress is contradicting the executive order 14233
