That location, downstairs, on the floor, inside a broom closet, is close to a worst case position for Wi-Fi, particularly in a two-story apartment.

It should be as central in the apartment as practical, elevated, ideally on a shelf table, around 1 to 1.5 meters high, out in the open, or at least not behind a solid cupboard. If you have to favor one floor downstairs, but fairly high up, can work very well because it can propagate upward through a floor. There you go.
