A physical AI-powered robot is being tested at a Cebu railway substation in Tokyo to help address labour shortages in maintenance work. The pilot test took place on October 14, 2026, with the robot inspecting railway infrastructure. A Ukrainian report claims pro-Russian accounts targeting Ukrainians on Facebook and Telegram fell by 84% following drone strikes on Yandex data centres. The report links the decline to disruptions affecting networks used for coordinated online activity. Elon Musk has said he plans to give one SpaceX share to every American child next year, a proposal reportedly valued at about $11 billion.

Meanwhile, Samsung is preparing its Galaxy S27 series, though potential last-minute upgrades to memory and storage could affect the launch plans.

China has imposed an immediate registration requirement on exports spanning 40 technology categories, including AI model weights and source code for the first time. The Joint Ministry of Commerce and Ministry of Science and Technology proposal would ban 14 categories and require licenses for 26 others. AI restrictions cover models trained on core data, defense-focused AI agents, systems exceeding 2 trillion parameters, and models ranking among the world's top 10 in performance, safety or usage. The rules could affect frontier releases such as Moonshot AI's Kimi K3 and Alibaba's Quen 3.8 Max, although the draft does not name specific companies. Existing publicly available open weight models remain exempt, while future international releases would face registration or licensing before distribution. The interim requirement applies to ownership transfers, overseas licensing agreements, foreign control changes, and certain deployments on overseas servers, including transactions already underway. Public comments on the draft remain open until November 15th with no final catalog date announced. The proposal also targets biotechnology platforms and solar manufacturing technologies, including perovskite, tandem module, and polysilicon production methods.

Security researchers continue to warn about jailbreaks, malware development, model poisoning, and supply chain risks involving Chinese AI systems. Companies using these models must now assess both immediate export registration obligations and longer-term data security exposure under China's national intelligence law.

Anthropic plans to place 5% of its shares in a new entity called the Anthropic Public Benefit Fund pending stockholder approval. The fund's stake could grow by 2 percentage points whenever Anthropic's value rises 50% above an undisclosed baseline. The fund will operate as a limited liability company owned by Anthropic rather than as a charity. Anthropic said its shares will not support lobbying or political donations. The fund could provide large grants to nonprofits or direct payments to specific groups, including people affected by AI-driven job changes. The company has already pledged $200 million to research on AI's economic impact. Anthropic said most of its mission-focused work, including safety research and nonprofit discounts, will remain within the company. Combined with earlier commitments, about 20% of Anthropic's shares will be set aside for public benefit, excluding future increases tied to the company's growth. The company plans to release more details on the fund's governance, valuation milestones and progress report in the coming months.
