I'm a special agent with the Ohio Bureau of Criminal Investigation.

What's your educational background?

I have an associate's degree from Rote State College of Law Enforcement, a bachelor's degree from Tiffany University in Criminal Justice.

How long have you been employed with the Ohio Bureau of Criminal Investigation?

18 years now.

What's your current position with DCI?

David Hammond (1:12)

I'm an investigator, a special agent with the Force Investigation Unit.

What does that involve?

David Hammond (1:18)

We assist law enforcement agencies around the state of Ohio with officer of offshooting or use of force investigations.

What was your position with DCI on February 16th, 2026?

David Hammond (1:32)

I was a special agent in the Crime Scene Unit.

SPEAKER_15 (1:35)

And what does that entail?

David Hammond (1:37)

The Crime Scene Unit travels across Ohio.

David Hammond (1:39)

We help law enforcement agencies with crime scene investigations, collection of evidence, submission of evidence to the laboratory.

And how long have you done that with DCI?

David Hammond (1:53)

I did that for about 17 and a half years.

What did you do in law enforcement before that?

David Hammond (1:58)

I worked for the Lionel Police Department.

What did you do for them in the VA.?

David Hammond (2:02)

I was a cadet with them for about a year and a half.

David Hammond (2:04)

I worked the road for about six and a half years.

David Hammond (2:08)

And then I did crime scene work for them as well for about seven years.

Can you briefly describe the training and experience in crime scene investigation?

David Hammond (2:18)

BCF does a wonderful job in training their agents with a vast array of topics from shooting reconstruction to blood spatter pattern, examination, photography, labor front development. They're really wonderful.

They do full block training as very well.

SPEAKER_20 (2:36)

Approximately how many felonies have you investigated in your career?

David Hammond (2:41)

More than a thousand.

Approximately how many suicides in question death scenes have you investigated during your career?

David Hammond (2:48)

Maybe another two or three hundred, maybe four hundred.

How many burglary scenes have you investigated during your career?

On February 16, 2026, how are you assigned to assist the Tip City Police Department in a homicide investigation?

David Hammond (3:06)

I was contacted about five o'clock in the morning from the agent who was taking the call for the weekend and he advised that Tip City, they were investigating a death. He asked me to respond to the area to assist them.

Approximately what time did you receive the call? About five a.m. Approximately what time did you arrive?

About 7 o'clock.

Who was present at the scene when you arrived?

David Hammond (3:37)

Detective Bernard and Sergeant Graham.

Who else was part of your crime scene investigation team?

David Hammond (3:45)

CST or Crime Scene Technician Holly Resnick was there with me. She arrived a little bit later in the morning.

And then Sergeant Mike Morgan was also in and out of the scene assisting.

What was CST Ryzek's role in the investigation?

David Hammond (4:05)

She worked alongside of me, collecting evidence, doing the scene examination with me.

Who was in charge of the scene while you were there?

David Hammond (4:14)

I was the most senior agent, so I take responsibility for the scene and the actions and the evidence that was collected.

What information were you provided about the incident when you first arrived?

David Hammond (4:27)

I was given an initial briefing when I arrived.

We were waiting on a search warrant.
