Judge (0:11)

Mr. Watkins, would you like to fire with this witness, or is it Ms. Arnett? There you go, I'm sorry.

SPEAKER_3 (0:16)

I can see where you're at.

Ms. Arnett (0:19)

Ms. Hull, could you please state your name for record-keeping purposes?

Beth Hull (0:24)

Yes, my name is Beth Hull, B-E-C-H-P-G-U-L-L.

Ms. Arnett (0:27)

And where are you employed?

Beth Hull (0:29)

I'm Director of the Miami County Communication Center, City Immigration Center for the county.

Ms. Arnett (0:35)

You stated your position as the Director there, is that correct?

Beth Hull (0:38)

Correct.

Ms. Arnett (0:39)

How long have you been employed with the Communication Center?

Beth Hull (0:42)

A little over 10 years.

Ms. Arnett (0:43)

How long have you been serving as the Director?

Beth Hull (0:46)

About two and a half.

SPEAKER_7 (0:47)

Prior to that, what were you serving as?

Beth Hull (0:49)

Deputy Director, I'm going to serve as Assistant Accreditation Manager.

Ms. Arnett (0:54)

Are you the current Keeper of Records for the Miami County Communication Center? How long have you served as the Keeper of Records for the Communication Center?

Beth Hull (1:04)

Two and a half years.

Ms. Arnett (1:08)

Since you've been serving as Director, can you tell the jury what your primary duties and responsibilities are as Director?

Beth Hull (1:15)

Yes. I oversee all the operations of the Center. We're consolidators. We do all of the calls, non-emergency and emergency for the county, as well as personnel, hiring, discipline, managing all of our systems, as well as retaining all the systems for the county.

Ms. Arnett (1:34)

What's your educational background?

Beth Hull (1:35)

I've been Masters from Johns Hopkins University, as well as double bachelor's. I've also completed all of the highest level training for 911 communication centers. So I have a CMCB, which is certified public safety executive and emergency nervous professional.

Ms. Arnett (1:53)

Do you have any other questions?

Beth Hull (1:54)

Yeah.

Ms. Arnett (1:57)

Are you familiar with how the 911 communication center, how a call is received through the communication center?

Beth Hull (2:05)

Yes.

Ms. Arnett (2:06)

Can you briefly describe for the jury the process of that?

Beth Hull (2:08)

Yes. So 911 call is placed and it's within our county. All calls are triangulated based off of your towers. So whenever it hits those towers, it goes to your closest center. So any call that our jurisdiction comes to us.

From that, the call system pulls it up and you're able to see confidence levels for where a call is generated from, as well as information, the cellular carrier, things like that, from that call. Once it's answered, all that is displayed as well as it starts recording right then.

Ms. Arnett (2:44)

Is the incoming telephone number automatically captured by your system?

Beth Hull (2:48)

Yes, this.

Ms. Arnett (2:49)

What other information is automatically captured when a call comes in?

Beth Hull (2:52)

Tower location, there's, again, that confidence level, where that call would be located, an address point, there's, sometimes depending on if somebody has already uploaded some medical information, things like that, that information could come up on those systems.

Ms. Arnett (3:11)

You previously said that everything was recorded. Are 911 calls automatically recorded?

Beth Hull (3:15)

Correct.

Ms. Arnett (3:17)

At what point does the recording begin?

Beth Hull (3:19)

As soon as it starts ringing. So even before it's answered, it starts recording on the system.

Ms. Arnett (3:26)

What system does the Communication Center use to record 911 calls?

Beth Hull (3:31)

We use Motorola Emergency Call Works.

Ms. Arnett (3:37)

Can you describe that system?

Beth Hull (3:40)

So that system is a violated system across the nation. It is well-known and everything like that. So it's a secure system that is strictly for 911 purposes.

Ms. Arnett (3:54)

When a call comes in, it's automatically recorded. How long is it stored?

Beth Hull (3:58)

Audio is stored for 90 days. The metadata on call is stored within this system indefinitely until you got rid of that system and then 10 years longer.

SPEAKER_7 (4:08)

Where are the recordings stored?

Beth Hull (4:11)

They are stored on a secure server within the county. So it's CJIS compliant, leads compliant, FBI compliant type storage, and it's not accessible. Anybody else?

Ms. Arnett (4:23)

Can you just elaborate a little bit what CJIS leads just for the dirty purposes? Could you explain to them what those are, please?

Beth Hull (4:31)

Yeah. So those are all federally mandated and state mandated type requirements for your technology. So it's the highest level of protection of your records since all the information that's coming through the center is criminal information, protected information, things like that for the public.
