The Trump administration is accusing Microsoft and Adobe, among others, of abusing foreign worker programs. World's Harrison Waters has more from the nation's capital.

Harrison Waters (2:11)

The PERM program, as it's known, allows companies to put foreign workers on a pathway to permanent residency in the United States. Vice President JD. Vance says the program was designed to give companies access to foreign talent they can't find in America, but he asserts that Microsoft and Adobe are using the program to cut costs.

SPEAKER_9 (2:30)

Microsoft laid off last year 6,000 American workers. At the same time, the company benefited from 6,300 H1B visas and almost 3,000 green cards. In other words, if you do the math, for every worker that Microsoft laid off, they replaced that worker with one and a half foreign indentured servants.

Harrison Waters (2:52)

And Labor Secretary Keith Sonderling says those two tech giants can no longer use the PERM program.

Keith Sonderling (2:57)

I am hereby suspending, from the permanent labor certification program, some of the largest IT outsourcing firms in the world.

Harrison Waters (3:05)

Six other IT companies were on the list as well. The Labor Department is also looking into alleged abuse and higher education related to visas and possible foreign influence in federally funded research.

For World, I am Harrison Waters in Washington.

Meantime, Russia is stepping up attacks on Ukrainian energy infrastructure with power outages worsening in Kyiv. Ukrainian President Volodymyr Zelensky publicly urged Washington to intensify economic pressure against Moscow.

Attorney Jamie McDonald announced that his office in the Southern District of New York unsealed a superseding indictment charging Nicholas Moruro and his wife Celia Flores de Moruro with a broad conspiracy to commit torture.

Kent Covington (4:39)

McDonald says the indictment charges that Moruro and other Venezuelan leaders worked to silence political opposition.

SPEAKER_12 (4:46)

Through murder and threats to murder victims' families, electric shock, asphyxiation, starvation, beatings and rape.

Kent Covington (4:57)

Prosecutors say Moruro approved torture methods and that his wife helped build the system used to crush dissent. US forces captured the couple in Venezuela in January. Both remained jailed in New York and have pleaded not guilty to the earlier drug charges. The case is set for trial in June of next year.
