So you're saying that the Air Force's action is never reducible.

Nick Eicher (0:16)

That's ahead today on Legal Docket. Also today, the Monday Moneybeat, the government tackles the problem of ideological and religiously motivated debanking. Economist David Bahnsen is standing by.

Kent Covington (1:01)

In Paris Sunday, police fired tear gas into a crowd following a day of rioting across France. Authorities say police arrested about 2,400 people on Saturday alone. Rioters looted shops and set public buildings on fire.

French President Emmanuel Macron addressed the nation Sunday night, vowing to punish those responsible.

SPEAKER_6 (1:24)

For any illegal act that was committed, there needs to be a response. Those people who looted need to pay back for their crimes. Those people who attacked government buildings need to pay for their crimes.

Kent Covington (1:39)

Macron blamed radical far-left groups and criminals for the violence.

But he also acknowledged the concerns raised by peaceful protestors. Students have been demanding more teachers and repairs to their schools. Unions and other demonstrators joined them, protesting the rising cost of living. Macron called for talks to find answers.

SPEAKER_7 (2:00)

With students, teachers alike, employees, representative bodies, local governments, parliamentarians, to sit down together.

SPEAKER_6 (2:10)

And they will all work with the government to come forward with concrete solutions.

Kent Covington (2:13)

He says that work will begin this week. Meantime, he has told local officials to do more to protect shops and public buildings and even ban demonstrations when necessary.

More friction between the Trump administration and Ukraine's president over satellite communications. President Volodymyr Zelensky blames Washington for a slowdown of SpaceX's Starlink service, which Ukrainian forces depend on on the battlefield. Zelensky says the US deliberately slowed the service as President Trump pressured him to halt strikes against Russian energy targets. But Secretary of State Marco Rubio says that's not so.

SPEAKER_8 (2:51)

Well, I don't know what Zelensky said.

SPEAKER_9 (2:52)

I'm not sure Zelensky knows what he's talking about, but it wasn't deliberate.

Kent Covington (2:55)

We had nothing to do with it.

The United States, nobody ordered that Starlink speed to be slowed down. It sort of happened.

Caroline Flynn (3:03)

But my understanding is it's been restored.

Kent Covington (3:05)

And SpaceX, Ritz-Bart said it was a technical issue which has since been fixed. But Zelensky on Sunday doubled down telling NBC's Meet the Press.

SPEAKER_11 (3:15)

We think it's not my opinion, it's the opinion of our generals, of our government, and of course my also opinion, DC, that it was the message from American government to limit this speed. And technically SpaceX did it.

Kent Covington (3:32)

And Moscow and Kiev kept attacking energy targets over the weekend. Ukrainian strikes set an oil export terminal ablaze in St. Petersburg, Russia on Sunday.

Meantime, President Trump is facing questions from fellow Republicans about his decision to ease economic pressure on Russia. He put new sanctions on hold Friday, two days before they were due to take effect. House Speaker Mike Johnson on Sunday said it is clear Vladimir Putin cannot be trusted.

Mike Johnson (4:01)

He demonstrates that over and over and over. So I did talk to several of my colleagues yesterday who had concerns about that. They're on committees of jurisdiction like intelligence and foreign affairs. And I didn't talk to the president yesterday because he and I are both traveling nonstop and we were on different schedules. But I told the White House team that we need to talk about it.

Kent Covington (4:19)

Some GOP lawmakers say easing the pressure now will give Putin more money to keep fighting. But Trump defended the move on Sunday saying the new sanctions could drive Russia away from peace talks. The State Department says the administration will take up to 60 days to weigh the economic impact of the sanctions.

Thousands of Southern Californians can return home as firefighters there gain ground against wildfires. In Orange County, the Norte fire damaged or destroyed seven homes. Orange County Fire Authority Chief TJ. McGovern.

SPEAKER_13 (4:52)

We have increased our containment to 25 percent and the fire is still staying within the footprint that was established last night.
