At least three children and a teacher are dead after a school shooting in Oregon. That might have been even more tragic if not for an armed citizen. Authorities say a 16-year-old attacked Silver Rail Elementary in the town of Bend on Thursday.

Police spokeswoman Sheila Miller says the first call came in just before 1 p.m. Someone reported a gunman shooting at a car outside the school.

Sheila Miller (1:14)

And within about a minute, we were receiving multiple 911 calls from within the school. Our officers were on scene at 102 and the shooter was down.

Kent Covington (1:23)

Police say a bystander followed the gunman into the school and shot him dead. The attacker had fired through locked doors to get inside. The children killed were ages 5, 8 and 11 Another child and a teacher were critically wounded.

Investigators have not said what prompted the attack or whether the gunman had ties to the school.

Ukrainian President Volodymyr Zelensky says Ukraine is resuming attacks on Russia's energy sites. President Trump had called for a halt to such attacks, but Zelensky says Russia had never agreed and continued attacking power plants and civilians. Zelensky told the Financial Times that if Washington wants Ukraine to hold back, it needs to supply more Patriot missile interceptors.

Volodymyr Zelensky (2:06)

Because when I will not attack them, because you ask me not to attack them, they will attack me.

It's fair if you will give me with what to defend. It's the minimum what I ask. And when I'm asking this, your answer is blocking Starlink.

Kent Covington (2:24)

Ukraine relies heavily on Starlink satellite communications from SpaceX. But Zelensky accuses the Trump administration of deliberately restricting service beginning Tuesday night.

Volodymyr Zelensky (2:35)

We understand what's going on because it was everywhere. In the capital, where we use Starlink, we saw this. Also on the battlefield, where we use it for mid-strikes, we couldn't decide to use it.

Kent Covington (2:49)

Ukrainian officials said Thursday that service was largely back to normal. A senior US official told Axios that the White House had nothing to do with the disruption, and SpaceX says it was technical. Meanwhile, Russia continues strikes in Ukraine, while Ukrainian drones set a Russian oil refinery southeast of Moscow on fire yesterday.

The US military will execute a convicted mass shooter in December, but that execution will not be livestreamed as Secretary of War Pete Hegseth had planned. World's Harrison Waters reports from Washington.

Harrison Waters (3:25)

President Trump on Thursday overruled Secretary Hegseth, saying there will be no livestream when a firing squad puts Nadal Hassan to death. Hegseth promised last week that the execution would be broadcast because, his words, people need to know their serious consequences for these types of things. Many lawmakers pushed back on the Pentagon's plan along with streaming platforms. Trump said Thursday that Hassan is getting what he deserves, but added that, his words, many good and well-meaning people would rather not watch him die. Immediate family members of victims may attend the execution. Former Army Major Hassan had embraced radical Islamist views before massacring 13 people at Fort Hood in Texas in 2009

Reporting for World, I'm Harrison Waters in Washington.

Rising fuel costs helped to push US wholesale inflation higher in September. The Labor Department says the prices that producers charge rose 6.3 percent from a year earlier, and that was up from 5.6 percent in August. That is the biggest annual jump since 2022

Shipping and food prices also rose. Higher shipping costs can work their way into the prices that shoppers pay. This follows Wednesday's report showing that consumer inflation also accelerated in September. Some economists say the latest numbers had pressure on the Federal Reserve to raise interest rates again this year.

Border towns in northern Israel are slowly rebuilding after months of Hezbollah rocket fire prompted evacuations. Rhodes Travis Kirchherr reports now from Israel.

What you see right here, all this destruction, this is Lebanon. See that wall right there? That's up there and then on the other side it's all a bunch of destruction.
