A sun-drenched tropical paradise where tourists find it easy to forget that life just kind of happens here. And residents have to get a move on with their routine and get things done. Just a few miles north in the smaller city of Delray Beach, that routine continued. On the night of February 2nd, 2020, traffic moved through intersections, patrol cars idled, and lights. Nothing was unusual. That is until the traffic cop pulled over a white Ford Explorer.

It's going to be the 1100 block, South Federal. It's a white Ford Explorer, reference to the lights.

**Officer Smith** (3:26)
Okay.
Hey, I'm Officer Smith. The reason why I pulled you over is you don't have any lights on. Oh, it's not.

**SPEAKER_4** (3:32)
Behind the wheel was a man in his mid-20s. He didn't appear intoxicated. His speech was steady.
His demeanor, calm. If anything, he seemed apologetic, but something about him stopped the officer cold. His face, his chest, his hands were all spattered with blood.

**Officer Smith** (3:55)
Are you okay, bud?

**Jared Neumann** (3:55)
Yeah, I just had a nosebleed.

**Officer Smith** (3:58)
You sure you don't need paramedics or anything?
Okay. Are you able to turn your lights on?

**Jared Neumann** (4:03)
Yeah.

**Officer Smith** (4:04)
You sure you didn't get beat up or anything?

**Jared Neumann** (4:06)
No, I just had a nosebleed. I get them all the time. Okay.

Do you have your license on you, buddy?

I don't, actually, but I have my ID on me.

The strange man with a nosebleed handed over his license, which identified him as 26-year-old Jared Neumann.
As the officer returned to his patrol car to run Jared's information, another unit pulled up. The second officer immediately noticed the blood. He's got blood all over his face. You see all the blood on his face?

**Officer Smith** (4:39)
Said he was had a really bad nosebleed.

**SPEAKER_4** (4:42)
Dude, it is.

**Officer Smith** (4:43)
I know. That's why I was like, bro, you need FD, okay?

Unfortunately for Jared, the blood wasn't the only issue. When officers ran Jared's information, they discovered something else.
His driver's license, which was actually a learner's permit, had expired.

**Officer Smith** (5:05)
All right, so I'm sure you know that your license isn't good.

**Jared Neumann** (5:08)
This is not good.

**Officer Smith** (5:09)
It's been expired since 2016, and it's a E class learners, which means you're supposed to have someone 21 or over that's licensed with you.

**Jared Neumann** (5:17)
Oh. So I didn't know it was out of date.

**Officer Smith** (5:21)
It's fine. I'm only giving you a citation. You do have to show up to court.

**Jared Neumann** (5:25)
Okay, I will.

**Officer Smith** (5:25)
Here, just take your ID back. You just got a sign saying that you're gonna show up.
