Welcome back to the Daily Crypto Roundup. Circle has launched a new blockchain with BlackRock, Visa and MasterCard helping validate it. But the network begins with permissioned control and 10 billion tokens that the public cannot buy.

That tension defines today. Institutional crypto rails are advancing even as the United States Senate's market bill fails. Bitcoin funds lose $450 million, and XRP absorbs the heaviest major coin drop. At the time of recording, Bitcoin is around $75,566, down approximately 0.3% over 24 hours after trading between about $75,039 and $77,123.

Ethereum is near $2,386 and down roughly 0.9%.

XRP is close to $1.26 after losing approximately 8.7%, the standout decline among the major assets. BNB is around $708.50.

Solana is near $96.85, and Hyperliquid is close to $77.98 after gaining about 1.4%.

Cardano is around $0.19, and Chainlink is near $10.66.

Both down more than 4%.

Tell us whether an institutionally operated blockchain can still deliver the openness Crypto promised, and follow Crypto News Today for the evidence after launch day. The 20 XRP is supplied by Crypto News Today, not Kraken. This is not financial advice. Crypto trading involves risk of loss. The lead story is Circle Internet Group opening the ARK public mainnet today.

ARK is a layer-one blockchain designed for stablecoin payments, tokenized markets, lending and automated software transactions. USDC pays the network fees, so a user does not need a separate volatile coin simply to submit an ordinary transaction. Circle says, settlement is deterministic and takes less than one second. ARK begins with 11 named institutional validators alongside Circle. They include BlackRock, the Depository Trust and Clearing Corporation, Galaxy, Intercontinental Exchange, MasterCard, MoneyGram, Standard Chartered and Visa. More than 100 applications and more than 100 institutional and ecosystem builders are live or participating, according to Circle. 22 fiat-linked stablecoins and tokenized funds including BlackRock's Biddle are available from launch.

Circle Chief Executive Jeremy Allaire called ARK, the most consequential major platform launch in the company's history, even more consequential than USDC. That is the ambition, not an adoption result. The most important caveat is control. ARK launches under proof of authority with a permissioned validator set. Circle says it may explore proof of stake in 2027

It completed a genesis mint of 10 billion tokens this week, but says no public ARK token has launched and the mint is not a commitment to sell one publicly. Earlier private sale agreements covered 807.5 million tokens at 30 cents each, according to Circle's filings. What changed today is public access to a functioning network with assets, applications and validators. What did not change is who can validate it, product eligibility or proof of real demand. A list of participating institutions is not transaction volume, and some tokenized funds remain restricted to eligible investors. Circle benefits if ARK makes USDC the settlement asset for a broader financial system rather than one stablecoin among many. Banks and payment companies gain predictable fees and compliance-oriented infrastructure. Competing payment chains and stablecoins could lose activity. Ordinary users benefit only if applications deliver lower costs or better access without adding new issuer, validator and smart contract risks. Would you value predictable USDC fees and institutional validators more than open participation? The positive thesis fails if activity remains promotional, validators stay concentrated or applications cannot attract liquidity away from established chains. Watch daily transaction value, stable coin balances, active addresses, validator expansion, and Circle's final decision on proof of stake and public ARK distribution.

The second story is the measurable cost of yesterday's Senate failure. The official roll call was 49 votes for advancing the Digital Asset Market Clarity Act, and 50 against, leaving the motion 11 votes short of the 60 required. Today's new market evidence is that United States spot the biggest Bitcoin exchange traded funds lost $450.33 million on Tuesday, their heaviest daily outflow since June 25th. The pressure was concentrated in assets sensitive to United States regulatory treatment.

XRP is down almost 9% at recording time, while Bitcoin's 24-hour decline is much smaller. More than $570 million of leveraged crypto positions were liquidated over the preceding day.

That does not prove the bill alone caused every sale. Traders are also waiting for today's Federal Reserve decision, due after this recording, while high oil prices and treasury yields remain important. What changed is the failed roll call and the completed fund flow data. What did not change is the existing authority of the Securities and Exchange Commission and Commodity Futures Trading Commission. Former Commodity Futures Trading Commission Chair, J. Christopher Giancarlo, said today that the defeat will not stop the march of innovation, arguing that both agencies can keep building rules under current powers. The counter argument is durability. An agency rule can be changed by a later administration more easily than a statute. Investors who reduced exposure before the vote benefit from avoiding the fall. Leveraged longs and regulatory sensitive tokens took the immediate loss. The interpretation that Washington caused the whole move fails if prices reverse primarily on the Federal Reserve decision or if exchange traded fund flows recover while legislation remains stalled. Watch today's rate decision. Thursday's fund data XRP at $1.26 and $1.35 and Bitcoin at $75,000, $77,100 and $78,000.
