Welcome back to the Daily Crypto Roundup. Brazil is voting today as the world's most active crypto market begins enforcing strict new licensing and wallet reporting rules. Neither leading candidate has promised a crypto revolution. One offers continuity, while the other promises broad regulatory rollback without saying whether digital assets are included. We also have a $93.6 million reversal in the Zcash fund. Vitalik Buterin testing private artificial intelligence and fresh evidence that record crypto dealmaking is highly concentrated. At the time of recording, Bitcoin is around $85,273.
Up approximately 0.6% over 24 hours after trading between $84,581 and $85,400.
Ethereum is near $2,698 and higher by roughly 0.6%.
XRP is close to $1.50.
BNB is around $787. And Solana is near $121.83.
Hyperliquid is close to $90. Cardano is around $0.25. And Chainlink is near $14.15.
Chainlink leads this group at approximately 2%.
The lead story is Brazil's first wave of crypto that has been in the top 10 in the world. The lead story is Brazil's first round presidential election. More than 158.7 million people can vote until 5 p.m. Brazillia time, or 9 p.m. in London. President Luiz Inácio Lula da Silva and Senator Flávio Bolsonaro lead 13 candidates, and final polls point toward an October 25th runoff. The last Datafola poll put Lula on 45% of valid votes and Bolsonaro on 42% within overlapping margins of error. A runoff test was 47% to 46%.
Prediction markets made an eventual Bolsonaro victory more likely, but those contracts reflect traders' money, not a representative poll. A candidate needs more than 50% of valid votes to avoid a runoff. For crypto holders, the significance is the rulebook the winner inherits. Chainalysis ranked Brazil first in its 2026 Adoption Index and estimated $252.5 billion of cryptoactivity. Central Bank Resolution 520 brings service providers into an authorization system covering governance, customer protection, internal controls and anti-money laundering requirements. Since October 1st, covered institutions must report transfers worth at least $10,000 between regulated platforms and self-custody wallets to Brazil's Financial Intelligence Authority. That is not a self-custody ban or transaction limit. On November 6th, regulated institutions generally can no longer facilitate cryptoactivity with providers that are neither authorized nor seeking authorization, subject to exceptions. Lemon has already decided to leave Brazil and close remaining local accounts on October 16th, saying the licensing capital requirements were too costly.
The election changes political control, not the rule's legal status tonight. Lula's government introduced the framework, so his victory points toward continuity. Bolsonaro's filed program calls for regulatory review, but contains no specific proposal for cryptocurrency, stable coins or virtual assets. Claiming he will repeal the framework would be speculation. Bolsonaro said yesterday, I am convinced that everything is in place for us to win this election in the first round. Polling does not support that confidence, but the count will test it within hours. Compliant exchanges benefit from predictability. Smaller providers lose if capital and authorization costs shut them out. Users gain legal protections but may lose services that cannot justify a Brazilian license. Would you prefer continuity under Lula or the uncertainty of Bolsonaro's deregulation promise? The transformation thesis fails if both leave the central bank framework intact. Watch the result after 9 p.m. London time. The 50% threshold. A possible October 25th runoff. Lemmon's October 16th exit and the November 6th restriction.
The second story is the first major reversal in the United States listed Zcash funds since late August. Grayscale's fund recorded $93.56 million of net outflows in the week ending October 2nd, including $30.25 million on September 30th and $26.93 million on Friday. Assets fell to approximately $751 million, while cumulative inflows remained positive at $212.56 million.
The price retreated too, but flows do not prove one cause. Zcash fell about 21% from a $1,653 close on September 26th to $1,304 on October 3rd. At recording time, it is around $1,326, up roughly 1.9% over 24 hours after touching $1,284. Falling leverage and profit taking occurred alongside redemptions. Grayscale also completed a 3-for-1 share split on September 30th. Each old share became 3 worth roughly 1 third as much. The split changed neither investors' total value nor the $93.56 million actually withdrawn. Zcash developers expect the NU7 upgrade on the test network around October 6th. It targets 25 second blocks instead of 75, adds a sustainability mechanism and strengthens spam protection. Developers plan to choose the main network activation height on October 20th, with November 5th the current target. Fund holders lose if redemptions and a weaker token reinforce each other. Buyers benefit if this was profit taking after September's surge. That case fails below $1,284 with another week of heavy redemptions. Vitalik Buterin supplied the third story by testing personalized health advice from powerful artificial intelligence models without handing them his full medical and travel history. A local Quen model selects what a remote model needs, rewrites the request and keeps the original data on his computer. The payment layer uses ZKAPI to prove a funded balance without linking a request to its deposit. Tor masks the normal internet address. Buterin's summary was blunt. You need all three. Payment privacy is insufficient if the prompt or connection identifies you. A remote model still reads information deliberately sent. Writing style and timing may connect sessions. Buterin reported Tor latency 10 to 100 times higher than normal, while his local model produced 20 to 30 tokens per second. He wants more than 100 Tor support remains an unmerged pull request. This is an experiment, not a finished product or proof the health advice is accurate. Users benefit if local models minimize what leaves their devices. The privacy claim fails if rewritten prompts reveal the person or latency makes protection unusable. Would you accept slower artificial intelligence to stop one company seeing your identity, payment and health history together? Watch Pull Request 16 Local speed above 100 tokens per second and independent review. Crypto mergers and acquisitions provide the fourth story. New reporting shows a record $9.7 billion of disclosed first half-deal value, up 44% year over year. Yet acquisitions fell 8% to 87%, and the four largest accounted for 76% of value. Buyers are paying for licenses, payment rails and exchange infrastructure, while token-dependent companies remain harder to value without permanent United States law. KBW Digital Assets head Paul McCaffrey said, The Clarity Act setback doesn't change the trajectory. He argues that regulators can keep selected deals moving. The counterargument is durability. Agency guidance changes more easily than law. Coin Fund founder Jake Brookman said, The failed bill preserved uncertainty for token-centric businesses.
