Since the Union of Cravo in 1385, Poland and Lithuania had shared a monarch through a personal union while retaining separate governments, armies and legal systems. During the 16th century, both kingdoms faced increasing external pressures, particularly from the expanding Tsardom of Russia. Meanwhile, Sigismund II Augustus had no heir, creating uncertainty about the future relationship between the two countries after his death. Negotiations took place during the Sejm, or Parliament, convened at Lublin in 1569 Lithuanian representatives initially resisted proposals for a closer personal union, fearing the loss of their independence and influence. In response, Sigismund II Augustus incorporated several Lithuanian controlled territories, including much of modern-day Ukraine, directly into the Polish Crown, increasing pressure for agreement. Eventually, delegates accepted a compromise that preserved significant Lithuanian autonomy while establishing common institutions for a new state.
Agreed at the city of Lublin after months of negotiation, the union joined the Kingdom of Poland and the Grand Duchy of Lithuania into a single political entity. There would be a single elected monarch and a joint parliament responsible for matters affecting the Commonwealth as a whole. Foreign policy and coinage were largely unified, while Lithuania retained its own legal code, administration, treasury and military. This federal structure balanced political integration and regional independence, and for more than two centuries, the Polish-Lithuanian Commonwealth became one of the largest and most populous states in Europe.
